I'd use system restore to go back to before you shut down during an uninstall. You'll lose all of the settings you've changed since then, but it should work again. Here's how:

The problem might be fixable without restore, but it'll be very complex, probably involving examining and removing corrupted installer registry keys. A full reinstall would be quicker for the inexperienced.

Thanks I have tried that but it didn't work. I'll try restoring even further back and see.

  called Dell and they said my harddrive was bad after doing some tests. They are sending me a new one. I reimaged the harddrive and it seems to be working now but will probably change it out anyway
