I would like to change Windows Mail send settings.

Just follow the steps given in this article to change your email sending options.

The send settings are those that are related to how and when an e-mail is sent.
To change these settings:
   
  1. Open Windows Mail by clicking Start -> All Programs -> Windows Mail.


  2. From the tool bar, click Tools -> Options.

  3. Click Send tab.  Under Send, you will have the following options:
    • Send Messages immediately:  If you want your message to be sent immediately after you click Send from the composer and don't want to wait to click Send/Receive in the main window then, check this item.
    • Automatically put people I reply to in my Contacts list: If you want to automatically create an entry in your contact list for every email you reply then, check this item box.
    • Automatically complete e‐mail addresses when composing: If you want your Windows Mail to automatically complete partially typed names that exist in your contact list, then put a check to this item.
    • Include message in reply: If you want the original message to be included all your email replies, then check this box.
    • Reply to messages using the format in which they were sent: Check this option if you want your Windows Mail to automatically select plain text or HTML format when replying to an email as per the original received email.
    • Mail Sending Format & News Sending Format:  Check this accordingly to choose your default email format for sending.
