Error Message on Palm "Error 1406, COULD NOT OPEN KEY"

"Error 1406, COULD NOT OPEN KEY" is a "Permissions" related error message in Windows XP Operating System.

Note: This article includes instructions for modifying the Windows Registry. Before you do this, make sure to back up the registry, and make sure that you understand how to restore the registry if a problem occurs.

Follow the steps below to resolve "Error: 1406, COULD NOT OPEN KEY" Message:


  • Install Palm Desktop software.
  • When you encounter 1406 Error Message, leave the error message on the screen and push the Windows Key on your keyboard. This will allow access to the Start menu.
  • Click Start.
  • Click Run.
  • Type "regedt32" in the Run window textbox (without quotes) and Click OK.
  • Double click "Hkey_Local_Machine" folder. This will expand or open the folder.
  • Locate the "SOFTWARE" folder.
  • Right click "SOFTWARE" folder, and choose Permissions.
  • Click Add in the permissions for "SOFTWARE" window.
  • Type Administrator and click OK.
    • Note: Make sure that Administrator is highlighted under Group or user names.
  • Check the boxes under Allow for Read and Full Control under permissions for Administrator.
  • Select Apply. Don't close the Permissions window.
  • Click Add again.
  • Type System, and select OK.
    • Note: Make sure that System is highlighted under Group or user names.
  • Verify that the boxes under Allow for Read and Full Control are checked under permissions for System.
  • Select OK. This closes the Permissions window.
  • From the File menu, select Exit that will exit the registry.
  • Come back to the 1406 Error window and select Retry. The install should now be able to proceed further.
Caution: Palm strongly recommends that you back up the system registry before making any changes. Incorrect changes to the registry could result in permanent data loss or corrupted files. Modify only the keys that are specified. Palm is not responsible for any damage caused by editing the registry. If a backup of the registry is not made, then Palm will not be able to help you.
