Error Message on Palm "1607: Unable to Install Installshield Scripting Runtime"

When you install Palm Desktop, you may receive this error: "1607: Unable to install InstallShield scripting Runtime".

This error message can be due to any of the problems mentioned below:
  • For Microsoft Windows XP, there is a known issue with the Microsoft Windows "INSTALLER SERVICE" that affects all MSI based setups. This error results when an MSI based setup is run from a virtual drive created via the "SUBST" command.
  • The file "IDRIVER.EXE" is not registered properly.
  • Permissions on the <WINDOWSFOLDER>\INSTALLER Folder are insufficient.
  • Older version of INSTALLSHIELD developer is being used.
  • The file "MSIEXEC.EXE" is not registered properly.
  • An older version of the MSI engine has been installed from a network drive that is no longer available.
  • There are insufficient privileges in Windows.
  • Another instance of the file "MSIEXEC.EXE" is running.
  • Another MSI based setup is running simultaneously.


Here are a few things you can try. Follow the steps below to resolve the issue:
  • Click here to visit InstallShield's website and follow the instructions to fix and try solutions for the issue. Then try to install Palm Desktop again. Proceed with other steps below if InstallShield's website does not work for you.
  • Install Palm Desktop:
    • Insert your Palm Desktop CD.
    • Open Windows Explorer.
      • Click Start.
      • Click Programs.
      • Click Accessories.
      • Click Windows Explorer.
    • Navigate to My Computer.
    • Click  Palm CD (D:)
    • Note: The letter for your CD-ROM drive may be different, and the CD may have a different name.
    • Open the Palm Desktop folder on the Palm CD.
    • In the Palm Desktop folder, locate the file ISScript*.Msi
    • Note: The asterisk indicates the version of InstallScript Engine.
    • Double click the ISScript*.Msi file to run it.
    • Try again to install Palm Desktop.
  • For Palm TX and Z22 only (skip this step if you have a different device)
    • Palm TX and Palm Z22 Installers are different than previous Installers because the InstallScript Engine is already packed inside the "Setup.exe" file. Here's what to do:
    • Insert your Palm Desktop CD. The Installer should begin automatically in a new window.
    • When you see the window that says "Welcome to the InstallShield Wizard for palmOne software," do not click anything on that screen yet. Read on.
    • Click Start.
    • Click Programs.
    • Click Accessories.
    • Click Windows Explorer.
    • Click Tools menu in the Windows Explorer window.
    • Select Folder Options.
    • Select View tab.
    • Select "Show hidden files and folders." radio button.
    • Click Apply.
    • Click OK.
    • Navigate to the below location in Windows Explorer:
    • C:\Documents and Settings\<Windows user name>\Local Settings\Temp\
    • Press CTRL + F to open Search window.
    • Search for the phrase "MSI".
    • The search results should include an item named "ISScript11.Msi".
    • Copy this file to your Desktop.
    • Select Cancel to Quit installation, and confirm that you want to Quit/Cancel on the Palm Desktop installer screen.
    • Double click the "ISScript11.Msi" file to run it on your Desktop.
    • Try again to install Palm Desktop.
  • Run "idriver.exe" if none of the above does not work for you:
    • Click Start.
    • Click Programs.
    • Click Accessories.
    • Click Windows Explorer.
    • Navigate to the below location in Windows Explorer:
    • C:\PROGRAM FILES\COMMON FILES\INSTALLSHIELD\DRIVER\7\INTEL 32
    • Press CTRL + F to open Search window.
    • Search for the phrase "IDRIVER.EXE".
    • The search results should include an item named "IDRIVER.EXE".
    • Highlight that file.
    • Click Start.
    • Click Run.
    • Type "COMMAND" and click OK.
    • Drag the file "IDRIVER.EXE" file to the RUN COMMAND Window.
    • Type the "/REGSERVER" parameter after "IDRIVER.EXE" and select OK.
    • Try again to install Palm Desktop.
  • Run Windows Update:
    • Click here to visit Microsoft site for Windows Update.
    • Allow the updater to install all recommended Critical and Security updates. This should include an update of your Windows InstallShield files.
    • Try again to install Palm Desktop.
  • Upgrade Internet Explorer.
    • Click here to visit Microsoft site to upgrade Internet Explorer that is available in Microsoft Windows Update or other new Microsoft program as this updates the Microsoft Installer files on your desktop PC.
    • Try again to reinstall Palm Desktop.
  • Install Palm Desktop Manually:
    • Insert your Palm Desktop CD.
    • Click Start.
    • Click Programs.
    • Click Accessories.
    • Click Windows Explorer.
    • Navigate to My Computer.
    • Click Palm CD (D:)
    • Note: The letter for your CD-ROM drive may be different, and the CD may have a different name.
    • Open the Palm Desktop folder on the Palm CD.
    • Double click the file named "instmiw.exe".
    • You will see an error message that says "Specified service already exists." Click OK.
    • Double click the file named "setup.exe" in the Palm Desktop folder.
    • This will begin installation of Palm Desktop.
  • Autorun.exe
    • It is possible that the software copy on your Palm Desktop CD is bad or corrupted. Copy all the CD contents for the Palm Desktop software over to the hard drive and then run the "Autorun.exe" application from the hard drive. If that does not work, try running the "Setup.exe" application from the hard drive.
  • If running Windows NT, Windows 2000, Windows XP Home or Professional version, make sure your user profile has Admin rights when installing Palm Desktop.
    • If you need help with this, contact your organization's IT department.
    • Follow the steps below to set the proper permissions to the <WINDOWSFOLDER>\INSTALLER Folder:
    • Locate the folder "<WINDOWSFOLDER>\Installer". (For example, on Windows 2000, this folder would be C:\WINNT\Installer)
    • Right click the "Installer" folder.
    • Choose "Properties".
    • Select "Security" tab.
    • Make sure the system, as well as the specific user, has full control of this folder.
    • Note: This folder is hidden by default in the Windows environment. Therefore, it may be necessary to enter this path directly in the Windows 'Start' | 'Run' dialog to access this folder.
  • Reinstall the INSTALLSCRIPT Engine by running the "ISSCRIPT.MSI" file specified below:
    • Program Files\INSTALLSHIELD\DEVELOPER\REDIST\LANGUAGE INDEPENDENT\I386
  • With the help of your organization's IT department, reinstall the Windows Operating System, as this error has been known to occur in corrupted environments.
