No Commitment Equipment Pricing Plan Option in AT&T

Information about no commitment equipment pricing plan option in AT&T is given in this article.

The no-commitment pricing option is the non-discounted equipment price, which is available for those customers that are not on a prepaid or GoPhone plan. This particular option does not require a new two-year service commitment.

And if you are not eligible for an upgrade or if you do not want to sign a new contract but would like to buy a new phone at the no-commitment pricing, you can visit Upgrade Phone (Logged In Users Only) within myWireless Account.

I cannot believe this and I need some advice. I just hang up with a Att customer service and they basically told me there exists NO no-commitment plan with ATT. ( besides the prepaid option)

Here is what happened. I have an older unused phone and we wanted to add a 3rd number to our family plan but no commitment.
I went to a Att store where they told me they can’t give me an additional # and sim card without a new contract. I have to do this online or call customer service.
I did and the first thing they tell me that I shouldn’t buy a sim card for $6 plus $6 for shipping if I can have a new phone shipped for $1.
I told them that I have this unused phone and I don’t want a new contract. They accepted , gave me a new number and I received the new sim card a few days ago.
So today I wanted to activate and on their webpage I discovered that I had to sign a 24 month service agreement. No options.
So I called and they confirmed. First telling me that if I get a discounted phone I have to agree to a 24 month service contract.......and after I told them I didn’t get a new phone just a sim card they told me ‘ well, receiving the sim card is the same as receiving a discounted phone’. I couldn’t believe what I was hearing.
I paid $12 to receive a sim card , need to agree to a 24 month service agreement while I could have gotten a new phone for $1 also with a 24 month service agreement.
No wonder there are mountains of mountains of old useless cellphones going to the trash.
Is that true that ATT doesn’t really offer a no-commitment plan or am I doing something wrong here?
